二、项目概述：西安古称长安，以辉煌的历史和丰富的文化遗产举世闻名，其中唐代是中国封建时代最为繁荣昌盛和兼容开放的时期，(陕西招标信息网www.sxzhaobiao.com整理)唐大明宫是这段历史中的巅峰之作。2007年国家颁布“十一五”时期文化发展规划纲要，明确提出建设唐大明宫大遗址保护展示园区，该项目同时是“丝绸之路”申请世界文化遗产的一个重要组成部分。大明宫国家遗址公园以古遗址的整体保护和展示为目的，同时全面提升城市品质，促进西安旅游产业的发展。计划于2010年10月建成对外开放。园区景观总面积约为3平方公里，南至自强路北侧红线，北至北宫墙南侧，东至太华路西侧红线，西至建强路东侧红线。
II. Project Outline:
Xi’an is renowned for its glorious history and rich cultural heritages, the Tang Dynasty was well-known for its tolerant and open society, while the Daming Palace illustrates the economic and cultural prosperity as well as architectural excellence of the Tang Dynasty. In 2007, the national guideline for planning of cultural development during the “11th Five-Year” period put forward the Daming Palace Great Heritage Site Preservation Demonstration Site project, this project is also a very important part of the Silk Roads serial World Heritage nomination. The Daming Palace National Heritage Park is orientated towards integrative heritage preservation and presentation, and also to upgrade the urban quality in an all-round way and boost the development of tourism industry. The total landscaping area of the park is 3 square kilometers and bounded to the south by northern red line of Ziqiang road, to the north by southern of the northern place wall, to the east by western red line of Taihua road, to the west by eastern red line of Jianqiang road. The Park is scheduled to be open to public in October 2010.

四、招标内容：大明宫国家遗址公园内除太液池水面之外的景观工程方案设计(详见招标文件中的设计招标条件及技术要求)。

五、投标申请程序：
V. Procedures:
1、报名条件：具有景观设计甲级资质的设计单位，境外的企业应当是其所在国或者所在地区的相关行业协会或组织推荐的会员。
1.Eligibility: Certified grade A of landscape design and for oversea companies must be recommended member of a national or industrial association or organization.
2、申请程序：应征单位可按本公告所述方式获取《资格预审文件》，资格预审材料及申请函以书面形式于2008年12月6日18:00时前送达(陕西招标信息网www.sxzhaobiao.com整理)、邮寄或传真至招标单位，经招标单位审查后，筛选出五家投标人并于2008年12月8日向其发出邀请函。被邀请单位在收到邀请函后，如确认参加投标，应于2008年12月10日前递交参加投标确认函，并领取“唐大明宫遗址保护展示园区（大明宫国家遗址公园）景观工程方案设计招标文件”。
2.Application procedures: pre-qualification documents and written application letter should be delivered in person, mailed or faxed to employer before 18:00 6th December 2008(Beijing Time). Employer will select five tenderers and send invitation to tenders on 8th December 2008. After invitation received, tenderers should submit their confirmation letter by 10th December 2008 and collect the “ Tender Document of Daming Palace Great Heritage Site Preservation Demonstration Site (Daming Palace National Heritage Park) Landscape Schematic Design”
3、资格预审文件的获取：

2）、现场领取：时间：2008年12月2日18：00时前（北京时间）。
3. Obtaining of pre-qualification documents: pre-qualification documents could be obtained by (1) download from www.dmgyz.com, or (2) collecting from the office before 18:00 2nd December 2008(Beijing Time).

1、语言：本次设计招投标活动中的文件及往来信函均使用中文、英文双语表述，以中文为准。
1. Language: all correspondence and documents should be written in both Chinese and English. In the event of any discrepancy between Chinese and English versions, the Chinese version shall prevail.
2、适用法律、法规及规范：本次设计招标活动本身及本次活动相关的文件所适用的法律为中华人民共和国法律、法规及规范。
2. Laws, regulations and standards applied: applicable laws, regulations and standards of the People’s Republic of China.
3、投标保证金：被确定的投标人需在北京时间2008年12月11日18：00前交纳50000元人民币或7500元美金的投标保证金，该保证金将于公布评标结果后10日内退还投标人（中标人在合同签订后10日内退还）。被确定的投标人如未参加投标、投标文件无效和逾期提交方案者，保证金不予退还。
3.Tender security: The chosen tenderer must submit a tender security which is seven thousand and five hundred USD (7,500USD) or fifty thousand RMB (50,000RMB) by (Beijing standard time) 18:00 11th December 2008. This tender security will be returned to the tenderer within 10 days after the committee announces the result of evaluation of tender, successful tenderer’s tender security will be returned within 10 days after the contract is signed. If the chosen tenderer drops out, or the tender document is invalid or submitted late, the tender security will be withheld.

4、投标方案设计深度：投标方案应达到概念性设计深度，由中标人进一步深化，达到实施性方案设计程度并承担扩初设计任务。
4.Design depth of tender: the design scheme must satisfy conceptual design, and will be developed further by the successful tender to schematic design, and successful tender will be commissioned to undertake the design development.
5、投标补偿费：
投标文件有效的未中标单位按照评标委员会确定的排名顺序，第二名获得八万、第三名获得五万、第四、第五名分别获得三万美元的投标补偿费，并于公布评标结果后20日内支付给各投标人。
5.Compensation fee:
For valid but not successful tender, compensation fee will be paid according to the rank decided by the evaluation committee as follows: second award eighty thousand USD; third award, fifty thousand USD;fourth award and fifth award thirty thousand USD.
